A letter to DIR HRD From Sandip Solanki for JTO LICE Exam in BSNL

To,
DIR (HRD),
Corporate Office, BSNL,
New Delhi. Date: 26.12.2009
Sub: Notification of LDCE for JTO regarding
Respected Sir,
Recently the notification of LDCE for JTO is issued. We, the DR TTAs are the highly educated
and most hardworking cadre in Non-executives in BSNL. We are handling almost all the services of
BSNL everywhere at each level.
We had demanded the reduction in qualifying service condition in JTO RR-2001 from 10 years
to 5 years and had also given the guidelines from DoPT in support of our demand. The qualifying
service condition was reduced to 7 years and the notification issued for the LDCE with the seven-year condition. The situation is that there are more vacancies than the number of eligible candidates.
I request you to consider the demand for 2 years relaxation as one time measure so more number of candidates will be eligible and get chance to prove themselves. Already vacancies are more than the eligible candidates. If 2 years relaxation will be given, then also the eligible candidates will be much less than the Vacancies. Making more candidates eligible will not affect the quality of the selection, as they are qualified and would enhance the competition of the LICE.
We understand the situation is created by some court case in Kerala circle, but the heart of the
matter is the carrier progression of the highly educated and hard working employees of BSNL. I believe that the CARRIER PROGRESS is the most important remuneration to an employee in any organization.
I once again request you to see the matter with a different point of view being head of the HR
department.
Thanking you.
Your’s Truly,

BSNL will get "Maharatna" status

As per Business standard The government is likely to take a decision soon on granting the 'Maharatna" status to a few central public sector enterprises, which may include PSU heavyweights like ONGC, SAIL, BSNL, NTPC and CIL. The proposal to grant more autonomy to these firms has been sent by the Department of Public Enterprises for the Cabinet clearances, sources said. "The proposal is expected to come up for consideration of the Cabinet soon,," an official told PTI. The coveted tag would give the central public sector enterprises (CPSEs) greater autonomy to forge joint ventures, float overseas arms and the freedom to decide on mergers and acquisitions of a particular size. 'Maharatna' companies may be allowed to make investment decisions of up to Rs 5,000 crore without having to go to the government for approval. However, only a few CPSEs may qualify for strict criteria under consideration. These may include Rs 30,000 crore or more turnover and at least Rs 5,000 crore net profit in the past three years, besides an average net worth of Rs 15,000 crore. At present, the boards of 18 'Navaratna' CPSEs, including ONGC, BHEL, CIL, GAIL and NTPC, have the powers to decide on investments of up to Rs 1,000 crore, beyond which they need approval either from their administrative ministries or the Cabinet. Besides financial autonomy, the 'Navratna' CPSEs also enjoy other functional freedom in respect of recruitment, promotion, and service conditions employees.

Miss World crown won't help you to change the world

Priyanka Chopra, the panel of the judges to crown Miss World 2009, feels it is wrong to expect the winning beauty to change the world. "Miss World is not the President of a country, and people should not expect her to be that," Priyanka, who won the title in 2000, said.
The 59th edition of the contest that takes place here this evening will see beauties from 112 countries participating and Priyanka says that the winner of the pageant is just another girl doing her bit to help. "She's just a girl who has been given this pedestal of power and position and she is going to do her bit to help whoever needs help, especially because the Miss World organisation does so much for children who are disadvantaged, sick and underprivileged," Priyanka said. "It's doing fundraisers, raising money for charities, so she is going to help people who need it, but she is not going to eradicate poverty or change the world," she added.

The way to telangana

Uttar Pradesh Chief Minister Mayawati on Friday declared her outright preference for further partition of UP and creation of independent states of Bundelkhand and Harit Pradesh."I have written a letter to Prime Minister Manmohan Singh, urging him to give clearance for carving out independent states of Bundelkhand and Harit Pradesh out of a giant sized and unmanageable Uttar Pradesh," Mayawati told a press conference in Lucknow on Friday evening. "Since the centre has already given its nod for carving out the state out of Andhra Pradesh, there was good enough reason to follow the same exercise in case of UP, where the demand for an independent Bundelkhand in southern UP and a Harit Pradesh in western UP was being raised for a long time," she said. While political observers felt that the move was aimed at creating greater discomfort for the United Progressive Alliance (UPA) government at the centre already grappling with the gradually increasing demand for statehood from different corners of the country, Mayawati sought to justify her demand by impressing that she had had these views for long. "I was always in favour of smaller states as they are much simpler to govern," she said. "These views have been expressed by me on several occasions in the past as well. "In the past too, on March 15, 2008, I had sent a letter to the prime minister, urging him to consider the demand of the people of Bundelkhand and of western UP for giving them independent statehood." She said, "Still earlier on October 8, 2007, I had expressed these view at a Bahujan Samaj Party (BSP) rally in Lucknow." According to her: "My party legislators too had formally raised this demand on the floor of the state assembly on October 31, 2007... therefore, it was now time for the centre to act." Asked if she would move a resolution in this regard in the state assembly, Mayawati shot back: "Well, I would do so once the centre has given its approval in principle." Meanwhile, in an appeal to the people of these two regions, she has urged them "not to indulge in any activity that is likely to disturb law and order in the state." She, however, assured to "extend full support to the popular demand of the people".

Industry not bothered who gets Hyderabad

HYDERABAD: Will the city of Hyderabad become the capital of the proposed state of Telangana or get the status of union territory? The business community and industry are not bothered. But business and industry leaders are concerned over the shutdowns and violence in Hyderabad and other parts of the Telangana region as well as the coastal Andhra and Rayalaseema regions. The industry in general is indifferent to what happens to Hyderabad in the event of a division of the state, saying their only concern is peace, political stability and good infrastructure. Hyderabad, a hub of IT, biotechnology and pharma, is at the centre of a tussle between Telangana and Andhra regions. The Telangana Rashtra Samiti (TRS) and others have already made it clear that Telangana state without Hyderabad is unacceptable as the city had been the capital of the region for 400 long years. Those opposing a division of the state want union territory status for Hyderabad in the event of formation of Telangana. The reasons are obvious. Industrialists from coastal Andhra and Rayalaseema regions have made huge investments in Hyderabad ever since Telangana was merged with then Andhra State (which had Kurnool as the capital) in 1956 to form Andhra Pradesh. "There is a concern over the developments of the last few days. There is apprehension of violence affecting business and industry," Harish Chandra Prasad, chairman of the Confederation of Industry (CII), Andhra Pradesh, told IANS. He said this fear was not only among businessmen and industrialists from Andhra and Rayalaseema regions but also among those from other states and even among multinational companies. "We would not like to comment on politics but we want the issue to be settled at the earliest. If it is settled quickly, then the impact on business and investment will be negligible. But if it prolongs for one or two years, it will have an adverse impact," said Prasad. Hyderabad, which witnessed unprecedented growth over the last decade, is home to over 1,000 IT firms including national and multinational giants like Infosys, TCS, Wipro, Mahindra Satyam, Microsoft and Google. Geographically located in the heart of the Telanagna region, this four-century-old city was the capital of the princely state of Hyderabad ruled by the Asaf Jahis (Nizams). A fine blend of tradition and modernity, the landscape of this city of minarets transformed in recent years with gleaming business houses, hotels and shopping malls. Hyderabad has a population of about eight million, nearly 35 percent of them Muslims. There are others who feel that it does not matter whether Hyderabad is included in Telangana state or Andhra state or given the status of a union territory. "As far as industry is concerned, it really doesn't matter as long as there are no law and order problems. The industry only wants peaceful atmosphere, a stable government, manpower and good infrastructure," said J.A. Chowdary, president of The Indus Entrepreneurs (TiE) and a former president of Hyderabad Software Exporters Association (HYSEA). "As long as our primary conditions are met, it makes no difference who is in power or which state we are in. There should be no shutdowns and disturbances. During the last 10 days the industry lost productivity," he said. Chowdary was also of the opinion that industrialists and businessmen from other regions had nothing to worry about even if a separate state was carved out and Hyderabad becomes its capital. "Several small states were carved out of bigger states in recent years but there were no incidents of local people driving out non-locals. Every state wants investment. The chief minister of Telangana will not want to see Hyderabad as a ghost city. Everyone wants more job opportunities," he said. "An investor goes to a state or city where he or she gets good appreciation for investment. He wants good returns wherever he goes," said Chowdary, who is also the chairman of NVIDIA Graphics India.

Telangana

Telangana Rashtra Samiti (TRS) chief K. Chandrashekhar Rao Saturday asserted that Hyderabad would be the capital of the proposed state of Telangana and rejected suggestions that it could be the joint capital of Andhra Pradesh as well. Rao told NDTV news channel that people from Andhra Pradesh were welcome to live in the city after the creation of Telangana. He rejected making Hyderabad a joint capital, like Chandigarh. "When people from other parts of India can comfortably live in Hyderabad, then why not people from Andhra?" Rao asked. "Hyderabad is such a place ... such a good society. It allows everybody, absorbs everybody," said Rao, who fast-unto-death forced the Indian government to announce it was ready to move to form a Telangana state. "In Hyderabad, not just Andhras, but Maharashtrians, Kannadigas and Kayasths from north India live." He accused the Andhra Pradesh people of "exploiting" the employment opportunities of Telangana region. "Ultimately our people were pushed to go to the Gulf countries. The agony of Telangana is that 35,000 Telanganas are in jails in Gulf countries," Rao said.

Rahul Gandhi want to change the way politics works in UP

Congress general secretary Rahul Gandhi said on Tuesday that he wants to change the way politics works in Uttar Pradesh. "I want to change the way politics is done in Uttar Pradesh. Politics in the state is in the past and we want to take it in the future. My aim is to build a new type of politics in the state," Gandhi told reporters during his two-day visit to the state.
He said that he wanted to give a new vision to politics in Uttar Pradesh by roping in more youth.
Speaking to the media a day after UP's Mayawati government had not given permission for his press conference, Rahul Gandhi said that the politics in the state has stuck in the past. He said that he wanted to change this situation and make it more forward looking.Rahul said that his goal was not 2012 UP elections but much beyond. "My focus is not on Bahujan Samaj Party (BSP) and Samajwadi Party but on the youth of the state to get them to politics," he said.
Rahul Gandhi also said that the youth in the state have given good response to his call to join the movement to promote democracy and improve the way politics is practiced in the country.
Rahul Gandhi refused to comment on the Liberhan panel report. However, he said that he respected veteran BJP leader Atal Bihari Vajpayee as a senior politician. "Vajpayee is a senior leader and I respect him. Whether Liberhan has done right or wrong... I cannot pass a judgment," he said.Gandhi also said that he did not know whether the Liberhan Commission has done the right thing or not by naming Vajpayee in its report on the Babri demolition.

Progeria

Amitabh Bachchan playing a role of 12-year-old boy named "Auro", who is afflicted with a rare genetic disease called “Progeria" Now question is that What is "Progeria" Here i collect some information regarding this dieses from Wikipedia.
Progeria an extremely rare, severe, genetic condition wherein symptoms resembling aspects of aging are manifested at an early age. The disease has a very low incidence and occurs in one per eight million live births. Those born with progeria typically live about thirteen years, although many have been known to live into their late teens and early twenties and rare individuals may even reach their forties. It is a genetic condition that occurs as a new mutation and is not usually inherited, although there is a uniquely inheritable form. This is in contrast to another rare but similar premature aging syndrome, dyskeratosis congenita (DKC), which is inheritable and will often be expressed multiple times in a family line.
Scientists are particularly interested in progeria because it might reveal clues about the normal process of aging. Progeria was first described in 1886 by Jonathan Hutchinson and also described independently in 1897 by Hastings Gilford. The condition was later named Hutchinson-Gilford Progeria syndrome (HGPS).

Symptoms The earliest symptoms include failure to thrive and a localized scleroderma-like skin condition. As the child ages past infancy, additional conditions become apparent. Limited growth, alopecia, and a distinctive appearance (small face and jaw, pinched nose) are all characteristic of progeria. People diagnosed with this disease usually have small, fragile bodies, like those of elderly people. Later, the condition causes wrinkled skin, atherosclerosis, and cardiovascular problems.
Cause Hutchinson-Gilford progeria syndrome (HGPS) is a childhood disorder caused by a point mutation in position 1824 of the LMNA gene, replacing cytosine with thymine, creating an unusable form of the protein Lamin A. Lamin A is part of the building blocks of the nuclear envelope.citation needed
Unlike most other "accelerated aging diseases" (such as Werner's syndrome, Cockayne's syndrome, or xeroderma pigmentosum), progeria is not caused by defective DNA repair. Because these "accelerated aging" diseases display different aspects of aging but never every aspect, they are often called "segmental progerias".citation needed
Diagnosis Diagnosis is suspected according to signs and symptoms, such as skin changes, abnormal growth, and loss of hair. It can be confirmed through a genetic test.
Treatment No treatments have been proven effective. Most treatment focuses on reducing complications (such as cardiovascular disease) with heart bypass surgery or low-dose aspirin. Children may also benefit from a high-calorie diet.
Growth hormone treatment has been attempted.
A type of anticancer drug, the farnesyltransferase inhibitors (FTIs), has been proposed, but their use has been mostly limited to animal models. A Phase II clinical trial using the FTI Lonafarnib began in May 2007.
Prognosis There is no known cure. Few people with progeria exceed 13 years of age. At least 90% of patients die from complications of atherosclerosis, such as heart attack or stroke.
Mental development is not affected. The development of symptoms is comparable to aging at a rate six to eight times faster than normal, although certain age-related conditions do not occur. Specifically, patients show no neurodegeneration or cancer predisposition. They do not develop physically mediated "wear and tear" conditions commonly associated with aging, like cataracts (caused by UV exposure) and osteoarthritis (caused by mechanical wear).
Although there may not be any successful treatments for Progeria itself, there are treatments for the problems it causes, such as arthritic, respiratory, and cardiovascular problems
EpidemiologyA study from the Netherlands has shown an incidence of 1 in 4 million births. Currently, there are between 35 and 45 known cases in the world.18 Approximately 100 cases have been formally identified in medical history.
Classical Hutchinson-Gilford Progeria Syndrome is almost never passed on from parent to child. It is usually caused by a new (sporadic) mutation during the early division of the cells in the child. It is usually genetically dominant; therefore, parents who are healthy will normally not pass it on to their children.
Affected children rarely live long enough to have children themselves. There have been only two known cases in which it became evident that a healthy parent can carry the LMNA mutation that causes progeria. A family from India has five children with progeria;20 they were the subject of a 2005 Bodyshock documentary entitled The 80 Year Old Children. In the other case, a family from Belgium has two children with progeria. Source http://en.wikipedia.org/wiki/Progeria

Bhopal marks 25 years since gas leak devastation

Residents turned out to mark the world's worst industrial accident People in the Indian city of Bhopal have been marking 25 years since a leak at a gas plant killed thousands and made many more seriously ill. Activists and survivors marched through the city, holding torches and chanting slogans against Union Carbide - the US firm that owned the plant at the time. The incident was the worst industrial disaster in history. Tons of a deadly toxin called methyl isocyanate leaked from the factory and settled over slums around the plant. Campaigners say the effects of the gas continue to this day. Residents of the city have held a week of commemoration events in the lead-up to the anniversary.
BHOPAL'S DEATH TOLL
Official figures on deaths: 3,828
Affected: Nearly 600,000
Court awards compensation for deaths: 15,274
Unofficial figures on deaths from 3-6 Dec: 7,000-8,000
Subsequent deaths: 15,000-20,000
Compensation: Union Carbide pays $470m in 1989
Source: Madhya Pradesh government, Indian Council of Medical Research Late on Wednesday, crowds gathered for a candle-lit rally at a memorial statue of a mother and child outside the plant. The factory is now abandoned, but campaigners say it is still leaking toxins into groundwater and soil, affecting surrounding areas. The BBC took a sample of water from a hand pump in constant use just north of the plant and had it tested in the UK. It contained nearly 1,000 times the World Health Organization's recommended maximum amount of carbon tetrachloride, a pollutant known to cause cancer and liver damage. Campaigners also say that Bhopal has an unusually high incidence of children with birth defects and growth deficiency, as well as cancers, diabetes and other chronic illnesses. This is seen not only among survivors of the gas but among generations born much later, they say. No-one has ever stood trial over what happened at Bhopal. Twenty years ago Union Carbide paid $470m (£282m) in compensation to the Indian government. Dow Chemicals, which bought the company in 1999, says this settlement resolved all existing and future claims against the company.

Several IAS officers of secretary and additional secretary level are also being probed in the multi-crore scam. Madhu Koda was arrested on Monday from Chaibasa district in Jharkhand by the local authorities and is expected to be handed over to ED would seek approval from a Jharkhand court and then bring him to national capital.
